The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to release a Request for Quote (RFQ) for a firm-fixed price (FFP) contract for the overhaul of the Tour Boat 05 (TB-05). The required work shall take place at the contractor's facility. The contractor must possess resources and facilities to perform the work on the Island of Oahu. The tentative start date is 22 March 2024 with a delivery date of 31 July 2024.

This posting serves as a pre-solicitation notice in association with N32253-24-Q-0022. This pre-solicitation notice is issued in accordance with Federal Acquisition Regulation (FAR) 5.201, Synopses of Proposed Contract Actions. This posting is not a request for quotes. Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred.

This requirement is a 100% small business set-aside. The applicable North American Industry Classification Systems (NAICS) code assigned to this procurement is 336611 and the size standards for this NAICS code is 1,300 employees. The Product Service Code is J020 Maintenance, Repair, and Rebuilding of Equipment- Ship and Marine Equipment. All firms or individuals responding must be registered with the System for Award Management (SAM) https://www.sam.gov by the award date.

The solicitation for this requirement will be posted on or about 9 February 2024. Written offers shall be submitted in accordance with the CLIN structure and instructions that will be outlined in the forthcoming solicitation, N32253-24-Q-0022. All offers shall be emailed to the primary and secondary point of contact listed in the upcoming posting. Attached to this notice is draft work package HRMC-025-24.

Site Visit: One ship check opportunity will be offered on Tuesday, 13 February 2024, at 0900 HST at Ford Island. Specific directions to the ship check location will be provided upon RSVP. Access to Ford Island is required for the following ship check. Please notify POC for further escort to the ship check.
