Description

Defense Logistics Agency (DLA) – Energy – FESBB anticipates issuing a Request for Proposal (RFP/Solicitation) for a Contractor-Owned Contractor Operates (COCO) fuel storage services on the Island of Oahu, Hawaii on a 24 hour, 7 days per week basis. The requirement is for fuel storage and management services to include receiving, storing, protecting, and shipping U.S. Government-owned aviation turbine fuel: Commercial Grade Jet-A. Solicitation SPE603-24-R-0502 will be issued using best commercial practices and guidelines to meet the requirements of the Performance Work Statement (PWS).



This requirement is to procure Contractor-Owned Contractor-Operated (COCO) fuel storage services with the capability to receive aviation turbine fuel via tanker/barge and ship aviation turbine fuel via tanker/barge and pipeline to Joint Base Pearl Harbor-Hickam. The facility must also have the ability to ship and receive “Neat aviation turbine fuel” via pipeline to and from DFSP West Oahu. The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection of the COCO facility storage requirements include adequate fill capacity for one grade of aviation turbine fuel: 415,000 barrels of commercial grade Jet-A.



A minimum of two tanks per fuel grade interconnected and isolated from other facilities and products handled within the storage facility is required. Commingled tanks with fungible product and/or dedicated storage tanks will also be considered. Dedicated storage must be available within 72 hours upon award and commingled storage within 7 days upon award.



This procurement will be under NAICS code 493190 (Other Warehouse and Storage). The Government anticipates awarding a firm fixed-price contract. The resultant contract will include a one-year base period of performance, which shall commence on April 5, 2024, and one, one-year option. Additionally, an extension, not to exceed six months IAW FAR 52.217-8, will be included. This procurement will be solicited under Other than Full and Open under Only one responsible source and no other supplies or services will satisfy agency requirements, IAW FAR 6.302-1. DLA Energy is working towards the solicitation to be posted in late January of 2024, time frame. The Request for Proposal (RFP) will close about 14 days after posting.



The solicitation number will be SPE603-24-R-0502 and will be published electronically on the SAM website at https://sam.gov/. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE).
