The Government requires an Environmental Assessment (EA) addressing the proposed reacquisition of 0.71 acres of the Pier 53 parcel, and construction of a new pier. To purchase or lease property from the state of Hawaii, the proposed reacquisition requires compliance with the Hawaii Environmental Policy Act (HEPA), in addition to the Federal National Environmental Policy Act (NEPA) requirements. HEPA is the state’s version of NEPA.
Interested offerors shall review the attached Solicitation documents and provide a response by the specified due date to kristin.oneil@gsa.gov and clarence.pittman@gsa.gov for consideration.
The Purchase Order award will be in accordance with FAR part 12 and in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in part 13. As stated in FAR 52.212-4(v): “The Contractor’s representations and certifications, including those completed electronically via the System for Award Management (SAM), are incorporated by reference into the contract."
