The USPFO for Hawaii intends to award a firm-fixed price contract on a sole source basis to AD WALLS LLC. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c)(1), as implemented by FAR 13.106-1(b). Therefore, a Request for Quote (RFQ) solicitation from a single source, will be issued to The AD WALLS LLC to have Mall billboard advertising showcasing and promoting various Hawaii Air National Guard mission sets. Advertising will be at the following mall locations: Windward Mall, Kapolei Shopping Center. Kapolei Commons, Walmart Honolulu, Ka Makana Alii, Maui Mall, and Pearl Highlands Center.

AD WALLS LLC holds the exclusive rights to post “Billboard-Style” ads in the following properties: Kapolei Commons, Kapolei Shopping Center, Ka Makana Ali’i, Maui Mall, Walmart/Sam’s Ke’eamoku, Pearl Highlands Center and Windward Mall.

The designated North American Industry Classification System (NAICS) Code is 541850, Indoor and Outdoor Display Advertising with a size standard in millions of dollars: $34.5. Please note that this notice is not a Request for Quotations (RFQ); however, any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government.
