The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to release a request for quote (RFQ) for a firm-fixed priced contract for the overhaul of a 50-foot dive boat. The required work shall take place at the contractor's facility. The tentative Period of Performance is 3 APRIL 2023 - 30 NOVEMBER 2023.

This posting serves as a Pre-Solicitation notice in association with N32252-23-Q-0023. This pre-soliciation notice is issued in accordance with Federal Acquisition Regulation (FAR) 5.201, Synopses of Proposed Contract Actions. This posting is not a request for proposals. Submission of any information in response to this notice is purely voluntary. The government assumes no financial responsibility for any costs incurred.

This requirement is 100% small business set-aside. The applicable North American Industry Classification Systems (NAICS) code assigned to this procurement is 336611 and the size standard for this NAICS code is 1,250 employees. The Product Service Code is J019 Maintenance, Repair and Rebuilding of Requiments: Ships, Small Craft, Pontoons, and Floating Docks. All firms or individuals responding must be registered with the System for Award management (SAM) https://www.sam.gov by the award date.

The solicitation for this reqirement will be posted on or about 15 FEB 2023. Written offers shall be submitted in accordance with the CLIN structure and instructions that will be outlined in the forthcoming solicitation, N32252-23-Q-0023. All offers shall be emailed to the primary and secondary point of contact listed in the upcoming posting. Attached to this notice is a draft work package HRMC-018-23.

Site Visit: One ship check opportunity will be offered on Thursday, 16 February 2023, at 0900 HST at Sierra 1.

A RSVP is required in order to attend this ship check. Please send RSVP by Wednesday, 15 February 2023, 0900 HST to Amber Burgess at amber.m.burgess7.civ@us.navy.mil and Deanna Yoshida at deanna.k.yoshida.civ@us.navy.mil.

The RSVP email shall contain the following: Company Name, CAGE Code, Name and Title of Attendee, and Contact Number.

Questions: All questions regarding solicitation N32253-23-Q-0023 shall be submitted in writing via email to the listed POCs. Questions are due on 21 February 2023, 0900 HST.
