This is a notice of intent to acquire Viking Standard Response Control Mode Specific Application (CMSA) Pendent Sprinkler VK592 (K19.6) to be installed in Buildings 2071, 6041 and 6043, East Range and Schofield Barracks, Oahu, Hawaii.

The United States Army intends to Install Viking Standard Response CMSA Pendent Sprinklers VK592 (K19.6) in Buildings 2071, 6041 and 6043, East Range and Schofield Barracks, Oahu, Hawaii. A separate purchase for pendent sprinklers is neither intended nor forthcoming.

The Federal Emergency Management Agency (FEMA), requests to have Viking Standard Response CMSA Pendent Sprinklers VK592 (K19.6) to be installed in Buildings 2071, 6041 and 6043, East Range and Schofield Barracks, Oahu, Hawaii, warehouse facilities. The request requires the use of pendent sprinklers from a single manufacturer to control fires based on the 3 in 12 roof slope, commodity storage height, commodity classification, available water supply, and Computational Fluid Dynamics modeling. Viking Standard CMSA Pendent Sprinklers VK592 (K19.6) is a proprietary sprinkler manufactured by The Viking Corporation.

Firms believing they have an alternate pendent sprinkler that can fully meet the performance features of the Viking Standard Response CMSA Pendent Sprinklers VK592 (K19.6) may submit a capabilities statement. The capability statement shall be submitted by email to Colin Waki at colin.k.waki@usace.army.mil and Kent Tamai at kent.a.tamai@usace.army.mil no later than 17 March 2023 at 10:00 a.m. Hawaii Standard Time. The statement shall include the following:

a. Provide fully detailed specification sheets describing the pendent sprinkler offered that is equal to the Viking Standard Response CMSA Pendent Sprinklers VK592 (K19.6). The specification sheets shall specify the manufacturer’s name, address and country of manufacture.

b. Provide a narrative, no longer than 3 pages, addressing how the alternate pendent sprinkler offered is fully comparable with the Viking pendent sprinkler model VK592. For the pendent sprinkler listed below, provide an explanation of how your product will function without modification, to operate in the same manner and functionality as the Viking pendent sprinkler model VK592. The narrative shall also address the pendent sprinkler K-Factor and discharge pattern.

The Government will not assume any costs for preparing or submitting information in response to this announcement.
