Description

The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is providing this pre-solicitation notice in accordance with FAR 5.204, for the upcoming release of the Surface Vessel Maintenance Multiple Award Contract (SURFMAC) Indefinite Delivery Indefinite Quantity (IDIQ).



The SURFMAC IDIQ is designed to address PHNSY & IMF’s needs for repair, maintenance, and alteration of U.S. Government waterborne vessels (e.g., District Craft, Living Barges, Buoyancy Assistance Modules, Admirals Barges, Torpedo Retrievers, Rigid Hull Inflatable Boats, Lighter Barges, Multi-Purpose Crafts, Fuel Oil Barges, Dive boats, Harbor Security Boats, Work Boats, Barrier Boats, Ship Waste Offload Barges, Floating Cranes, etc.) and surface ships (e.g., Destroyers, Cruisers, Littoral Combat Ships, Aircraft Carriers, etc.) visiting or homeported in the State of Hawaii and to procure any material in support of these activities.



The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 and the size standard for this NAICS code is 1,250 employees. The Product Service Code is J999 Non-Nuclear Ship Repair (West).



Written offers shall be submitted in accordance with the proposal instructions that will be outlined in the forthcoming Request for Proposal (RFP), N32253-23-R-0003. All offers shall be delivered to the point of contact listed in the upcoming posting by the date and time specified therein. The contract ordering period will consist of a five-year base with one (1) five-year option that may extend the cumulative contract ordering period to ten (10) years.



The tentative Period of Performance for the base ordering period is 10/01/2023-10/01/2028 and 10/01/2028 -10/01/2033 for the option ordering period. The RFP for this requirement will be posted on or about June 2023. All dates and information included in this announcement as subject to change.



Note: All offerors must be registered and active with the System for Award Management (SAM) (https://www.sam.gov) by the award date. The RFP document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-02, DFARS 04/27/2023 and NMCARS 18-22.



Please hold all inquiries until after the RFP is posted on SAM.gov. Although no amendments to the RFP are anticipated, only an amendment issued on a SF30, signed by the Procuring Contracting Officer (PCO), and publicly posted in connection with above RFP and Procurement Instrument Identifier (PIID) on SAM.gov is official.



The PCO is the sole point of contact for this procurement. Following release of the RFP, questions may only be submitted to the PCO. Inquiries directed elsewhere might not be considered or receive a response. PHNSY & IMF reserves the right to publicly discuss and publish, or simply consider, questions and comments regarding the RFP.



Requests for meetings regarding the SURFMAC IDIQ will not be entertained prior to contract awards.



It is the sole responsibility of the offeror to periodically check SAM.gov for more information and updates.
