Description

The USDA Animal and Plant Health Inspection Service (APHIS) intends to award a purchase order on a sole source basis, under the authority of FAR Part 6.302-1, with Lotek Wireless Inc., Washington for fifteen LifeTrack 20 RF GPS PINPOINT trackers.



U.S. Department of Agriculture, Wildlife Services, National Wildlife Research Center (NWRC) has recently developed a highly efficacious mongoose control product approved by the U.S. Environmental Protection Agency (EPA) for field efficacy trials under an Experimental Use Permit (EUP). The EUP requires mongoose tracking data, through the use of GPS collars. Furthermore, a recent agreement with the State of Hawai‘i, 23-7415-1676-RA, is supplying the funding to purchase GPS collars to use in the EUP trials (QA-2524). Additionally, as part of the agreement, the State of Hawai‘i will use the GPS collared mongoose data to update their invasive species mongoose trapping program.



The GPS LifeTrack collars will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on Lotek Wireless Inc, to be the only company to produce and sell collars small enough; LifeTrack 20 RF GPS PINPOINT trackers, for our required use. The anticipated total value of the purchase order is $68,590.00.



This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The deadline for the submittal of responses is 12:00pm eastern time, June 9th, 2023.
