THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO GEOPHYSICAL SURVEY SYSTEMS, INC. (GSSI) FOR GSSI UTILITYSCAN PRO WITH THE BUNDLED ASSOCIATED COMPONENTS

The Department of Defense (DoD), Washington Headquarters Services, Acquisition

Directorate, (WHS/AD) intends to award a sole source, firm-fixed price contract to Geophysical Survey Systems, Inc. (GSSI), 40 Simon Street Nashua, NH 03060-3075, (UEI: EMTBV5JZRDD7 CAGE: 1DLQ5).

The mission of the Defense Prisoner of War (POW)/Missing in Action (MIA) Accounting Agency (DPAA) is to achieve the fullest possible accounting of all Americans missing as a result of our nation's past conflicts. Vendor shall deliver one (1) GSSI UtilityScan Pro with the bundled associated components. The GSSI UtilityScan Pro is one of the industry standard GPR systems commonly used for geophysical and archaeological purposes. This is a non-destructive ground-penetrating radar (GPR) system that accurately locates the position and depth of metallic and non-metallic underground anomalies (objects, features, voids), helps identify shallow geophysical characteristics to depths reaching 12 meters below surface, and supports remote-sensing site assessment surveys. The vendor shall deliver to DPAA facilities aboard Joint Base Pearl Harbor-Hickam. This equipment will provide an equipment refresh at the DPAA and prevent unacceptable delays to remote fieldwork. The contracting officer has determined that GSSI has the capability to not only meet all salient requirements, but are the direct seller of the GSSI, which is comprised of the following items:

2.4. Model 624 3-wheel Cart

2.5. 2.1-meter Digital Antenna Control Cable

2.6. UtilityScan Quick Start Guide

2.8. Shipping and handling

2.12. System and Equipment Warranties

This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) 13.5 under the authority of 41 U.S.C. 1901, Simplified Acquisition Procedures. The NAICS code utilized for this procurement is 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing Small Business Size Standard of 1350 employees. This is a commercial item. The estimated amount for this procurement is under the Simplified Acquisition Threshold 90 days after Award delivery date.

This notice of intent is NOT a request for competitive quotations, however interested parties may identify their interest and submit a capability statement indicating they meet the same/similar curriculum identified above by 10:00 AM, EDT on August 29, 2023 to susie.m.lee3.civ@mail.mil and gervonna.b.crump-williams.civ@mail.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
