1. The Army Contracting Command, 413th Contract Support Bridge (CSB), Regional Contracting Office (RCO) Hawaii has a requirement to provide Cemetery Services at Schofield Barracks Post Cemetery located on Lyman Road on Schofield Barracks on the Island of Oahu, Hawaii. Tasks to be performed include grave preparation for casket and urn burials, install/reset/re-align/clean headstones and markers, install/reset/replace flower vases, and paint/clean Cannons and Bullets. All work shall be performed in accordance with AR 210-190, DA PAM 290-5 and all applicable Federal, State and local laws and regulations. The Contractor shall provide all labor, personnel, equipment, supplies, facilities, transportation, tools, materials, parts, supervision, management and other items and non-personal services necessary as defined in this Performance Work Statement (PWS).

2. Background: This is a follow-on procurement for contract number W912CN-19-D-0009 awarded to Dawson Enterprise, LLC. The current contract will end on 30 November 2023.

3. Contract Set aside: This action will be unrestricted.

4. Contract Type and Period of Performance: The Government intends to award a Firm Fixed Price (FFP) Requirement contract. The Period of Performance for the base year is 1 December 2023 to 30 November 2024 with four (4) one-year options.

5. Interested Vendors are highly encouraged to obtain the following documents since it will be required upon submission of quotes.

a. Completed Certifications in SAM.gov (if not already registered in the System for Award Management (SAM)

b. A technical approach (three pages maximum)

c. Work related experience (two pages maximum)

6. RCO- Hawaii will be issuing, Request for Quote (RFQ) for Cemetery Services at Schofield Barracks (SB) Post Cemetery located on Lyman Road on Schofield Barracks on the Island of Oahu, Hawaii.

7. Please note that this notice does NOT constitute the Request for quote (RFQ). The RFQ will be posted on or about 11 October 2023. The RFQ and any/all amendments will be posted and available for viewing and downloading on SAM at www.sam.gov. Upon release of the RFQ, potential vendors will be encouraged to submit questions and/or recommendations regarding the terms and conditions of the RFQ and/or the associated documents. All timely submissions will be reviewed and the final RFQ may contain changes as a result of any input received.

8. No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to this solicitation.

9. All prospective vendors must have a Unique Entity ID (UEI) and be registered in SAM at www.sam.gov. The NAICS code for this requirement is 812220 Cemeteries and Crematories. The small business size standard is $25 million.
