REQUEST FOR INFORMATION (RFI): SPE602-23-RFI-1003



THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP). The Government will not provide reimbursement for costs incurred in responding to this RFI as all costs associated with responding to this RFI will be the sole responsibility of the responding party. All responsible sources are encouraged to submit a response to this RFI. All information received will be considered. Failure to respond to this RFI does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively.





1.0 Description





The Defense Logistics Agency Energy (DLA Energy) is seeking response from parties interested the purchase of fuels located in Hawaii as defined below. The NAICS for this RFI is 324110, Petroleum Refining.

2.0 Terms and Conditions of Delivery





FOB Origin Basis:





Berthing particulars (Max Draft, DWT, LOA, Beam etc.) available upon request.





Non-U.S. Flag Vessels are subject to U.S. Naval Security service vetting to include determination of ownership and/or other foreign interest.





The fuel will be available at the Defense Fuel Supply Point (DFSP) Joint Base Pearl Harbor Hickam (JBPHH) Hotel Pier. The buyer is responsible for all port fees including but not limited to harbor pilot services, tug services, spill response operations, etc. In the case of services available exclusively from the U.S. Navy or its representatives, that require payment from an U.S. Government entity, DLA Energy may make payment with reimbursement chargeable to the vendor’s account. The Government will designate a date and time window for the vessel(s) to arrive to receive the fuel no later than 30 days before the anticipated loading. The vessel must arrive at designated time and receive product within designated time window. The vessel must have all required fittings capable of connecting to Hotel Pier 8” risers. The Government will not provide connection fittings/adapters.





FOB Destination basis:





The Government will consider offers requesting delivery of the fuel to a facility designated by the buyer. Because of the limited availability of eligible tonnage, sale on an FOB Destination basis is limited to delivery to locations not subject to the provisions of the Jones Act. The Government is responsible for all costs associated with the transportation of the fuel to the designated facility and maintains ownership of the fuel until delivery.





General Notes:





Dates for the sale of the fuel, whether an FOB origin or FOB destination basis, will be provided if and when a solicitation for sale of the fuel is issued.





Excess fuel supplied by the Government is expected to meet or exceed specifications contained in the attached QAPs C16.08-1 (JAA), C16.23 (F-76), and C16.01 (JP5), however, fuel is being sold “AS IS”. "AS-IS" means the Government makes no warranty, express or implied, as to quantity, kind, character, quality, weight, size, or description of any of the product, or its fitness for any use or purpose. The product will be sold in United States Gallons (USG). The description of the product is based on the best information available to the Government.





A laboratory analysis of product in each respective tank will be provided as part of any resultant solicitation. This analysis will be performed prior to issuance of any solicitation and may not reflect the condition of the product at the time of sale. Laboratory analysis will be provided solely for informational purposes and will not alter the “AS IS” nature of the sale or create any warranty, express or implied. Offeror will be invited and encouraged to inspect the product to be sold prior to submitting an offer.





3.0 Questions for Industry:






  1. Would you be more interested in making an offer on an FOB origin or an FOB destination basis?

  2. How many days advance notice would be required for scheduling FOB origin tanker pickup from DFSP JBPHH?

  3. How many days advance notice would you provide for scheduling FOB destination tanker delivery from DFSP JBPHH?

  4. Which products and how much of the quantity might you be interested in purchasing?

  5. What period of time would be required to receive the interested volume (i.e. would you require 30 days, 60 days, etc., to receive the product if it is purchased)?
