THIS IS A SOURCES SOUGHT NOTICE and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATION FOR BID.

The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from Prime Contractors AND Subcontractors interested in performing work on a potential design-bid-build construction solicitation for Honolulu Harbor Maintenance Dredging, Oahu, Hawaii. NO SOLICITATION IS CURRENTLY AVAILABLE.

Project Description: Honolulu Harbor Maintenance Dredging, Oahu, Hawaii

The U.S. Army Corps of Engineers, Honolulu District, through the Civil and Public Works Branch under the Operations and Maintenance (O&M) program, proposes to conduct Phase IV maintenance dredging of Honolulu Harbor, located along the south coast of the island of Oahu.

Project Scope: The overall purpose of the project is to remove shoaled material that was determined to be unsuitable for ocean disposal. This maintenance dredging project is needed to restore Honolulu Harbor to its authorized depths and ensure continued safe vessel navigation.

The major elements of the scope of work include: pre-mobilization activities; compliance with applicable environmental requirements; mobilization which includes preparation of temporary construction staging and dewatering areas; dredging of accumulated sediments; transportation of material to Barber’s Point Harbor for offloading; dewatering of the dredged material at Barber’s Point Harbor according to specified environmental best management practices; testing of dredged material prior to upland disposal; transportation of the dewatered sediments to the PVT Landfill as the upland disposal site; and, demobilization which includes the restoration of the temporary construction staging and dewatering areas to their original condition.

The estimated performance of period is 9 months. Magnitude is $4M to $8M.

Interested Prime Contractors should submit the following:

a. Narrative demonstrating successful completion of at least one (1) dredging contract (using mechanical clamshell to dredge) in open water in a remote location within the Pacific Ocean within the last 5 years. “Remote” means an island surrounded by water and the shipment of supplies and materials are made either by air or by ocean/sea transportation. The project must have also included responsibilities for the dewatering and upland disposal of dredged material. Identify the areas of work and provide a narrative demonstrating this experience that is similar in size, scope, complexity, and magnitude of the work to be performed for the subject project;

b. Narrative demonstrating experience with dredging in a 24/7 operational commercial port;

c. Narrative demonstrating familiarity with transporting dredged material in wave-exposed locations with often windy conditions;

d. Narrative demonstrating experience in complying and coordinating with Federal and State of Hawaii environmental agencies to include Department of Health (Clean Water Branch, Solid & Hazardous Waste Branch, Hazardous Evaluation and Emergency Response), EPA Region IX, Pacific Island Regional Office at National Marine Fisheries Service, State of Hawaii Historic Preservation Division, Department of Land and Natural Resources Division of Aquatic Resources;

e. If your firm is a Small Business, provide a narrative demonstrating your firm’s capability in performing at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging company;

f. A listing of equipment capable of avoiding the return of water from the dredging operation to waters within and adjacent to the project area. For example, clamshells, scows, and barges must be watertight and able to ensure minimal return water from the construction activities;

g. Bonding capability for a single contract action of at least $4M and aggregate of at least $10M by the interested prime contractor.

h. UEI and CAGE CODE, Expiration date in SAM.GOV.

i. Indicate whether your firm is a large business or small business and indicate applicable socio-economic category of FAR PART 19.

Narratives shall be no longer than two (2) pages.
