This announcement is a Sources Sought (market research) Notice. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). The Hawaii Army National Guard (HIARNG) has a requirement for Security Guard Services. The estimated Period of Performance shall be one base period of twelve months from 1 October 2023 to 30 September 2024 and four option years. The purpose of this sources sought notice is to determine interest and capability of potential qualified firms relative to the North American Industry Classification (NAICS) code 561612 Security Guards and Patrol Services and the applicable size standard is $25.5M. Background: The contractor shall, except as stated here in, furnish properly trained and equipped security guards, labor, equipment, materials and supplies as well as one vehicle at Diamond Head, Hawaii, one vehicle at Kalaeloa, Hawaii, and one vehicle at Keaukaha Military Reservation (KMR) Hilo, Hawaii. The contractor shall provide security guard services to maintain order, protect clients, staff, visitors and property from harassment, injury, damage, or theft and take appropriate action in accordance with the Rules of Use of Force for each facility and/or location as specified herein.

Place and Performance of Services: The contractor shall provide services between the hours of 0600-1800 during normal duty hours and non-duty hours that include weekends and holiday Performance shall be at facilities located at Kalaeloa, Wahiawa Armory, Wheeler Army Aviation Support Facility (AASF) #1, Waiawa, Diamond Head (Fort Ruger), and the Regional Training Institute at Bellows AAF in Waimanalo on Oahu, Hawaii and at AASF#2 and KMR, both in Hilo, Hawaii. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. Teleworking is not authorized.

SUBMISSION REQUIREMENT FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE:

1) Your intent to submit a quote for this requirement when it is formally advertised;

2) Name of firm with address, phone number, e-mail address, and point of contact

3) Cage code and Unique Entity ID#;

4) Size of firm including category of small business, such as 8(a), Women-Owned Small Business (WOSB), HUBZone, Small Disadvantaged Veteran Owned Small Business (SDVOSB); and

5) Statement of Capability stating your skills, experience, and knowledge required to perform the specific type of work. Firms responding to this sources sought notice, who fail to provide all of the required information requested, will not be used to assist the Government in the acquisition decision.
