Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) intends to solicit and negotiate a sole source contract under the authority of 10 U.S.C. 2304 (c)(1) and in accordance with FAR 6.302-1(a)(2). PHNSY & IMF intends to solicit to Cepeda Associates, Inc. to perform pier-side intrusive material inspections of CO2 Removal Units, Scrubber No. 1, Scrubber No. 2, with Submarine Maintenance Monitoring and Support Performance Monitoring Team (SMMS PMT) assistance under the on-site direction of Pearl Harbor Naval Shipyard (PHNSY&IMF). The primary focus of this task will be thorough intrusive inspection of the CO2 scrubbers. This inspection is the first step in the new Reliability Centered Maintenance (RCM) driven maintenance philosophy. In accordance with DFARS PGI 206.302-1, a sources sought notice, N3225323RC12626 was posted to the U.S. Government Point of Entry (GPE), sam.gov, on 03 January 2023 to determine whether other sources could satisfy this requirement, which resulted in no other qualified sources from the industry indicating capability in performing the requirements. This pre-solicitation notification does not constitute a request for proposals. Submission of any information in response to this notification is purely voluntary and the Government does not assume financial responsibility for any costs incurred.
