Description

The work includes, but is not limited to, furnishing all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform Grease Trap Cleaning and Other Pumping Services at Various Locations, Oahu, Hawaii. The pumping, cleaning, and disposal services include, but are not limited to: 1) Grease Traps; 2) Sewage Lift Stations; 3) Car Wash Reclamation Tanks; 4) Waste Oil; 5) Hazardous Waste (HW) Transporter and Disposal, and 6) Waste Systems. The Contractor shall clean grease traps, remove and dispose of food, oil and grease (FOG) to ensure they function properly; remove surface sludge and floatable debris, and clean sewage lift stations to ensure they function properly; remove, transport, and dispose of waste from car wash reclamation tanks and provide cleaning; remove, transport, and dispose of waste oil from general purpose or marine sources such as, but not limited to, Oil-Water Separators (OWS), secondary containment units (e.g., drums, tanks, etc.), or Frac Tanks that hold Fuel Oil Reclaimed (FOR) from bilge water; and maintain waste systems to ensure proper operation, minimize breakdowns and maximize useful life. Personnel performing work with HAZMAT/HAZWASTE must complete the HAZMAT/HAZWASTE handling course or have a minimum of one year of experience working with HAZMAT/HAZWASTE.





Procurement Method: Contracting by Negotiation





The NAICS Code for this procurement is 562998 and the annual size standard is $14.5 million.





The contract term will be a base period of 6 months plus four option years. The total term of the contract, including all options, will not exceed 54 months. The Government will not synopsize the options when exercised. Non-recurring work may be issued via FedMall, a web-based ordering system, using Government purchase cards.





The minimum guarantee will be the Base Period Recurring work and the maximum value of the contract will be the total value of all the Contract Line Items in the Schedule.





This contract will replace a contract for similar services awarded in 2018 for $682,267.77 (recurring work portion for the 12-month base period) and $1,030,500.00 (non-recurring work maximum value for the 12-month base period). Information about the current contract and the incumbent contractor (e.g. value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information.





Based on market research, including a sources sought notice (Notice ID: N62478-23-R-2408) issued on November 11, 2022, there is a reasonable expectation that offers would be obtained from at least two responsible small-business concerns. Based on the results, the solicitation will be issued as a small business set-aside. The NAVFAC Hawaii small business office concurs with the set-aside determination. The Government will only accept offers from small business concerns.





Offerors can view and/or download the solicitation, and any attachments, at https://www.sam.gov when it becomes available. Proposals shall be submitted using the PIEE Solicitation Module. See attached PIEE Vendor Registration Guide. All interested offerors shall register in PIEE. No notice of solicitation activity will be provided to interested offerors.





The solicitation utilizes source selection procedures which require offerors to submit a non-price proposal (Corporate Experience, Safety, and Past Performance), and a price proposal for evaluation by the Government.





Proposal receipt date is approximate and will be as shown on the solicitation.
