Integrated Solid Waste Collection and Disposal Services at Various Locations, Oahu, Hawaii. The work includes, but is not limited to, providing multiple containers and Integrated Solid Waste collection and disposal services to ensure all integrated solid wastes are properly collected and disposed; furnish and position each multiple container (which includes “On-Call” multiple containers) at the Multiple Container Stations (MCS) to best aid the user in disposing of solid waste and to minimize interference with adjacent sidewalks, parking areas, roadways, etc.; remove integrated solid wastes to ensure Integrated Solid Waste is properly collected; remove recyclable waste to ensure it is properly collected and recycled; remove bio-solids from multiple containers to ensure it is properly collected; remove bulky waste to ensure it is properly collected; dispose of all integrated solid waste, non-recyclable solid waste, to ensure compliance with all applicable local, state, and federal laws and regulations; recycle solid waste to ensure compliance with the installation’s waste reduction policy; maintain vehicles and equipment in a manner to ensure a clean appearance, minimal foul odors, and normal working condition; provide containers suitable for the collection and disposal of all solid waste, disposal of refuse, rubbish; provide containers suitable for the collection and recycling of materials; provide compactors and containers suitable for the collection and disposal of refuse, rubbish and solid waste; clean and disinfect all multiple containers.
Procurement Method: Contracting by Negotiation. The NAICS Code for this procurement is 562111 and the annual size standard is $41,500,000.00. The contract term will be a base period of 12 months plus four one-year option periods. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised. The minimum guarantee will be the Base Period Recurring work and the maximum value of the contract will be the total value of all the Contract Line Items in the Schedule. This contract will replace a contract for similar services awarded in June 2018 for $3,097,781.16 (recurring work) and $1,079,316.00 (nonrecurring work). Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information.
Based on market research, including a sources sought notice issued on 21 November 2022 and modified on 30 November 2022, there is a reasonable expectation that offers would be obtained from at least two responsible small business concerns. Based on the results, the solicitation will be issued as a small business set-aside. The NAVFAC Hawaii small business office concurs with the set-aside Determination.

See attached PIEE Vendor Registration Guide. All interested offerors shall register in PIEE. No notice of solicitation activity will be provided to interested offerors.
The solicitation utilizes source selection procedures which require offerors to submit a non-price proposal (Corporate Experience, Safety, Execution and Past Performance), and a price (or cost) proposal for evaluation by the Government. Proposal receipt date is approximate.
