The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to release a request for quote (RFQ) for a firm-fixed priced contract for alterations on multiple Harbor Security boats (HSBs). The HSBs must be performed in sequence and multiple HSB alterations cannot be performed at once. The required work shall take place on the island of Oahu and be performed at the contractor’s facility. The tentative Period of Performance is 24 APR 2023 – 31 AUG 2023.



This posting serves as a Pre-Solicitation notice in association with N32253-23-Q-0029. This pre-solicitation notice is issued in accordance with Federal Acquisition Regulation (FAR) 5.201, Synopses of Proposed Contract Actions. This posting is not a request for proposals. Submission of any information in response to this notice is purely voluntary. The government assumes no financial responsibility for any costs incurred.



This requirement is 100% small business set-aside. The applicable North American Industry Classification Systems (NAICS) code assigned to this procurement is 336611 and the size standard for this NAICS code is 1,250 employees. The Product Service Code is J999 Non-Nuclear Ship Repair (West). All firms or individuals responding must be registered with the System for Award management (SAM) https://www.sam.gov by the award date.



The solicitation for this requirement will be posted on or about 28 March 2023 . Written offers shall be submitted in accordance with the CLIN structure and instructions that will be outlined in the forthcoming solicitation, N32253-23-Q-0029. All offers shall be emailed to the primary and secondary point of contact listed in the upcoming posting. Attached to this notice is a draft work package HRMC-035-23.



Site Visit:



One ship check opportunity will be offered on Tuesday, 28 March 2023, at 0900 HST at Bldg 3 (Waterside), Ford Island, Oahu.



A RSVP is required in order to attend this ship check. Please send RSVP by Friday, 24 March 2023, 0900 HST to Chaune Kuromoto at chaune.k.kuromoto.civ@us.navy.mil and Deanna Yoshida at deanna.k.yoshida.civ@us.navy.mil.



The RSVP email shall contain the following: Company Name, CAGE Code, Name and Title of Attendee, and Contact Number.



Questions:



All questions regarding solicitation N32253-23-Q-0029 shall be submitted in writing via email to the listed POCs. Questions are due on 07 April 2023, 0900 HST.

Requested resources and drawings will be transmitted to the requesting Offerors via DoD SAFE (https://safe.apps.mil/). Although the Government does not require that prospective Offerors request these resources, the resources/drawings referenced in the work specification may be necessary for a complete understanding of the work package.
