The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) requests for quote (RFQ) N32253-22-Q-0090 with the intent to award a Firm Fixed-Price contract for turnkey procurement of a new Hydrostatic Pressure Test Tank System, Auxiliary equipment, lifting tables, guide carts, foundational work, transport/shipping, installation, and training in accordance with the Performance Work Statement.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 332420 Metal Tank (Heavy Gauge) Manufacturing. The small business size standard for this NAICS code is 750 employees. The Product Service Code is 4940, Miscellaneous Maintenance and Repair Shop Specialized Equipment.

All offerors are required to submit the following:

• All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the award date. The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2022-05, DFARS 02/28/2022, and NMCARS 18-21.


• On page 1 of the solicitation document (Standard Form 1449), fill out box 17a. to include Contractor name, address, telephone number, and CAGE Code.


• On pages 3-5 of solicitation document (Standard Form 1449), fill out the unit price and total amount for each CLIN: 0001, 0002, 0003, 0004, and 0005.


• An itemized price quote that clearly and concisely describes and defines the contractor's response to the requirements contained in the RFQ. Travel costs including airfare, lodging, rental car, and per diem, shall be included. Travel shall be in accordance with current Department of Defense (DoD) Joint Travel Regulations and Federal Acquisition Regulations (FAR) 31.204-46.

  • Submit a narrative statement regarding technical approach on the work to be completed in accordance with the Performance Work Statement (PWS) and solicitation. Offerors shall provide sufficient information that demonstrates the offeror's ability to accomplish the complexity and magnitude of the work. At a minimum, offerors shall:
    
    
    
    • Address each section of the PWS to demonstrate ability to accomplish the work
    
    
    • Production schedule and ability to ensure timely delivery of the required products and services

  • Submit a list with a minimum of two (2) relevant, recent (within the last 3 years) contracts that are currently in process or have been completed by the offeror. Government contracts are preferred, but commercial references are also acceptable. The following information shall be included for each contract:

Quotes will be evaluated in accordance with FAR 52.212-2 as listed in the attached solicitation.

Quotes are due no later than Monday, October 17, 2022 at 10:00 a.m. HST, and must be sent via e-mail to both the primary and secondary points of contacts.
