Description
GENERAL: This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Those questions will only be answered via an amendment to the solicitation once it is issued.
The Department of Veterans Affairs (DVA), Veterans Benefits Administration (VBA) anticipates issuing a solicitation for the following project:
PROJECT TITLE: Monthly Scheduled Deep Cleaning and Unscheduled COVID 1 Cleaning (2x per year)
PROJECT SCOPE: The Honolulu VA Regional Office occupies approximately 15,500 square feet on two (2) different floors. Cleaning requirement includes using EPA/CDC recommended products to combat COVID 19. Deep cleaning would include using disinfectant for or other spray devices to disinfect the entire workspace. Deep cleaning would include but not limited to the following items:
Interior door handles and knobs
Exterior door handles and knobs at the front entrance and loading dock
Handicap buttons located at the public restrooms and front entrance
All chairs in waiting rooms, interview rooms, job lab, conference/training rooms, cubicles, and offices.
Surfaces at the reception desks
All work surfaces in cubicles, offices, conference/training rooms, interview rooms, waiting rooms, and job lab.
All refrigerator door handles
All microwave door handles
All thermostats
All light switches
All card access readers and keypads
All remote controls in training/conference rooms
Exterior of all cubicle and office desk drawers to include handles
Exterior of all filing cabinets to include handles
All blinds
All doors
All walls
All ledges
All government provided equipment located in employee workspaces and conference/training rooms such as keyboards, computer mice, telephones, sit stand desks, monitors, etc.
All government provided equipment that is used by multiple employees such as printers and copiers. Â

PLACE OF PERFORMANCE: All of the work shall be done at the Department of Veterans Affairs, Veterans Benefits Administration, Honolulu VA Regional Office, 459 Patterson Road. E-Wing, Honolulu, HI 96819.
PROCUREMENT TYPE: The Government anticipates awarding a firm fixed price contract to meet this requirement. The Government will determine the best value to the Government based on the lowest priced offeror meeting or exceeding the requirement of the solicitation. Technical evaluation factors will be identified in the solicitation to ensure the prospective contractors understand and can comply with the requirements of the solicitation. This requirement is being procured in accordance with FAR Part 12. Acquisition of Commercial Products and Commercial Services and FAR Part 13, Simplified Acquisition Procedures.
SET-ASIDE: Competition for this procurement will be restricted to Service Disabled Veteran Owned Small Businesses (SDVOSB). In accordance with VAAR Clause 852.219.11, only SDVOSB firms currently verified in the VetBiz Vendor Information Pages (VIP) at www.vip.vetbiz.gov will be considered. Businesses must also be registered and have completed their online representations and certifications in the System for Award Management (SAM) at https://www.sam.gov/portal/SAM.

NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 561720 and the small business size standard is $19.5 Million.
PROJECT COMPLETION DATE: The project completion timeline is one (1) 12 month-Base Period, with three (3) 12-month Option Periods. Exercising any Option period is at the sole discretion of the Government. The period of performance for the base period is 12 months from the first day of the period of performance, which may or may not be the date of award.
SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS/EIN number and an active registration in SAM, System for Award Management (www.sam.gov), in order to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website. Offerors shall have an active SAM registration at time of proposal submission. Failure to have an active SAM registration at time of proposal submission shall render contractor s quote non-responsive and ineligible for award.
The solicitation number is 36C10E23Q0013. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or about October 27, 2022, with offers due November 10, 2022. The entire solicitation package, including all attachments, will be available electronically at sam.gov in Contract Opportunities. Paper copies of this solicitation will not be made available.
